It links the aspect ratio of the image. For example, if an image is 15×20 it can only be resized by a multiplier: 30×40

Resampling means that photoshop can use its technology so when you re-size the image it still retains its detail using interpolation.

Canvas size is the size of the canvas, multiple images can fit onto one ‘canvas’. For an image to fill the canvas they both need to be the exact same size. Image size is how big an image is in the canvas, it has to be less than the canvas size for it to all be seen.
